Administration

The Administration Department has the responsibility for numerous functions that facilitate the effective and efficient running of the city as well as preserving and providing public access to the City's official records.

Hours and Services 

This Department handles the following:

  • Finance and Accounting
  • Human Resources
  • Permitting and Licensing
  • Planning and Zoning
  • Purchasing and Contract Management
  • Agendas and Meeting Minutes
  • Maintainance of all official Public Records
  • Coordination of Public Works Projects
  • Administration of Facility Rentals
  • Soil Sedimentation and Erosion Control permitting and monitoring for compliance
  • Ensuring compliance with Charter, Code and Policies of the City

Copies of all Public Records are available through the Clerk's Office by submitting an Open Records Request Form.

Joined the City of Pine Lake April 2022 


A lifelong resident of Georgia, ChaQuias Miller-Thornton serves the City with over 22 years of experience of local government service.

Ms. Thornton began her tenure as City Administrator after having served two other Georgia municipalities, where she worked to implement sound executive, administrative and financial management as the organizations’ Chief Executive, Administrative, and Finance Officers.

Ms. Thornton has completed post-secondary education in Business Administration but, is most proud of her governmental service accomplishments. She is a nationally accredited Certified Public Manager, serving as a member of the American Academy of Certified Public Managers. She has earned, and continues to maintain, Levels I and II Local Government Finance Officer and Municipal Clerks Certifications through the University of Georgia's Carl Vinson Institute of Government.

Ms. Thornton is a member of the International City Managers Association, the Georgia City-County Managers Association, and the Georgia Local Government Personnel Association and serves on several Association committees. She has been appointed to the Georgia Municipal Association’s Federal Policy and Member Services Advisory Councils and is a 2017 Graduate of Leadership DeKalb.
